18. 1st Lieutenant , 1st Independent Kentucky Battery, examined by a Military Board, and an adverse report thereof in his case having been approved by the President, is hereby discharged the service of the United States, in accordance with Section 10, of the Act of Congress approved July 22d, 1861, with condition that he shall receive no final payments, until he has satisfied the Pay Department that he is not indebted to the Government.
