Monday December 16^th 1862

The Council met. J. W. Crockett President Pro. tem in the Chair.

H. W. Bruce from the committee on Confederate Relations made the following report and offered the accompanying resolution viz:
"The Committee on Confederate Relations to whom was referred a message from the Governor transmitting a communication from the Governor of Tennessee, and the resolutions of the General Assembly of the State of Tennessee accompanying it, report the following resolution:
Resolved by the Council of the Provisional Government of the State of Kentucky --
That the Council concur cordially in the views enunciated in those resolutions --

H. W. Bruce
J. W. Moore

Said report was accepted and said resolution adopted.

The same committee reported a bill entitled "an act requiring all the Officers of the State of Kentucky to take an oath to support the Constitution of the Confederate States of America."
which had its first reading --
Ordered that said bill be read a second time
On Motion the rule of the Council, Constitutional provision and second and third readings were dispensed with.
The question was then taken on the passage of the bill, and it was decided in the affirmative
And so the bill passed.
Ordered that the title be as reported

Mr Moore from the committee on Common Schools made the following report Towit:
"The committee to whom was referred back the bill entitled "an act for the benefit of common Schools and for other purposes beg leave to submit the following report Towit:
We recommend that the original bill be amended by striking out all after the 5^th Section after the words "Treasury of the State"
The question was then put on the adoption of said report and it was decided in the affirmative --

The question was then upon ordering the bill as amended by said report to its third reading and being taken it was decided in the affirmative --
Ordered that said bill as amended be read a third time
On Motion the rule of the Council constitutional provision and third reading were dispensed with

The question was then on the passage of the bill as amended and being taken it was decided in the affirmative --
And so the bill as amended passed
Ordered that the title be as reported-

The consideration of the preamble, resolution, substitute and amendments in reference to first Kentucky Regiment being made the special order of the day was then taken up.

Mr Thompson asked and obtained leave to withdraw his amendment to the amendment to the substitute- offered by Mr H. W. Bruce

The question then being on the adoption of the amendment to the substitute and being put; it was decided in the affirmative

The question was then on the adoption of the substitute as amended, and being taken it was decided in the affirmative

The question was then on the adoption of the preamble and resolution as amended and being taken, it was decided in the affirmative

Mr Moore moved the following resolution Towit:
Resolved That the Committee on Ways and Means be instructed to report by bill an act providing compensation to the Commissioners appointed to collect the revenue and that said Committee report as soon as practicable.
Which was adopted.

On motion of Mr Bates, Mr Moore was added to the Committee on Ways and Means.

A Communication to General S. B. Buckner from Charles Armstrong was received and read, and referred to the Committee on Military affairs with instructions to report at 3 O'Clock P. M.

Mr Crockett moved the following resolution Towit:
Resolved that the Sergeant at arms be instructed to purchase a plain armed chair for the use of the President of this body.
Which was adopted

On motion the Council adjourned until 3 O.Clock P. M.

Evening Session

The Council met. J. W. Crockett President Pro. tem in the chair.

The Chairman of the Committee on Military affairs to whom was referred the Communication of Charles Armstrong to General S. B. Buckner reported a bill entitled "An act to amend an act to authorize the appointment of Commissioners to settle with collecting Officers, and for other purposes" -- Which bill had its first reading.
Ordered That said bill be read a second time.
On motion the rule of the Council, Constitutional provision and second and third readings were dispensed with.
The question was then taken on the passage of the bill -- which was decided in the affirmative
And so the bill passed
Ordered That the title be as reported

The chairman of the committee on enrollments reported that they had examined an enrolled bill entitled An act to amend an act to authorize the appointment of Commissioners to settle with Collecting Officers, and for other purposes" and had found the same truly enrolled -- and thereupon the President Pro tem affixed his signature thereto.

On motion Mr Chrisman was added to the committee On Military affairs --

A message from the Governor by R. McKee Secretary of State was received announcing his approval of a bill entitled "an act to amend an act authorizing the appointment of commissioners to settle with the collecting Officers of this State and for other purposes"

And then the Council adjourned until tomorrow at 10 O'Clock A M.
