Wisconsin politician and soldier. Livermore, District of Maine, Massachusetts, native. Son of Israel Washburn and Martha "Patty" Washburn. Married to Jeannette Garr Washburn on January 1, 1849. Father of Jeannette Washburn and Fannie Washburn. Attorney in Mineral Point, Iowa County, Wisconsin, in 1850. Member of the U.S. House of Representatives from Kentucky from 1859 to 1861. Served in the 2nd Wisconsin Volunteer Cavalry (U.S.A.) as colonel from February 6, 1862 to July 16, 1862. Promoted to Brigadier General of Volunteers on July 16, 1862. Promoted to Major General of Volunteers on November 29, 1862. Commanded the Military District of Western Tennessee. Resigned on May 25, 1865.
