Head Quarters 1th Regm. 3rd Battalion of the Kentucky State Guard
Paducah Ky.
His Excellency Thos. H. Bramlett
Governor of Kentucky
Frankfort ky.
Excellency!
I take the liberty, though uncalled for from your part, to let you know, that I have succeeded so far very well in the start of raising a battalion for the Kentucky State Guard, — The first company, organized

Graves County Guard, to be forwarded to that gentlemen at Paducah ky.
At the time I passed through Louisville, apprehension was intertained, that guerilla's or some part of the rebel army might make an attack on Louisville or the adjacent country; so that I took a boat a the first opportunity to ascertain, if there was any danger or not; expecting the arms following me. No danger encountered or apprehended afterwards, I arrived at Paducah Ky, but no arms did follow me; I am here now four weeks, but the arms have not arrived jet. — I thelegraphed to the Q. M. General Ky on
The transaction of the officers of the State Government has been so far very disheartening to me, as I can get every day, yes! every hour recruits for the State Guard; but what shall I do with the men, without arms? With spurs and hickory sticks, we can not fight the guerillas, armed with Guns, rifles and revolvers.
I received clothing by assistance of General Paine of the Post
Quarter Master at this place, after having written to the Adjt. General of Kentucky twice, without receiving one word in reply.
I hope to see you in a short time, and expect that all those difficulties, which are surrounding me, will be cleared away. If the State would furnish me the Ballard Carabine for the arming of the Battalion; the Federal Government will furnish us with the metallic cartridges for same, calibre 56,
Your Excellency
I remain
your obedient servant,
M. A. Payne
